Methodology for determining the amount of unfair financial burden incurred by the Kabiyuk State Enterprise for the provision of public service for the maintenance of indigenous and other valuable breeds (2019)
The company participates as a partner of Aquapartner EOOD in the development assigned by the Ministry of Agriculture, Food and Forestry of:
- Analysis of the financial status of Kabiyuk State Enterprise;
- Methodology for determining the amount of unfair financial burden, based on the net costs incurred by the Kabiyuk State Enterprise for the provision of public services for the maintenance of indigenous and other valuable breeds of the National Gene Fund for Animal Husbandry and their preservation as a national treasure.
The methodology covers all the requirements of the Public Service Contract concluded between Kabiyuk State Enterprise and the Ministry of Agriculture, Food and Forestry, in compliance with the provisions of Decision 2012/21 / EC of the European Commission of 20 December 2011 on the implementation of Art. 106 (2) of the Treaty on the Functioning of the European Union on State aid in the form of public service compensation granted to certain undertakings entrusted with the operation of services of general economic interest.
The methodology determines the order and the way for:
- Planning of the funds for performing a public service for maintenance of the autochthonous and other valuable breeds from the National Gene Fund for Animal Husbandry and their preservation as a national treasure;
- Reporting of the incurred expenses and the revenues received during the performance of the public service for maintenance of the autochthonous and other valuable breeds from the National Gene Fund for Animal Husbandry and their preservation as a national treasure and the implementation of control over the implementation of the activity;
- Determination of the unfair financial burden in performing a public service for maintenance of the autochthonous and other valuable breeds from the National Gene Fund for Animal Husbandry and their preservation as a national treasure and the amount of compensation due to the company performing these activities;
- The term for reimbursement of the received advance funds, in case of established overcompensation.
