Preparation of Draft National Plan for the Development of the Combined Transport in the Republic of Bulgaria until 2030 (2020 – 2021)
The company participates in the preparation of a draft National Plan for Development of Combined Transport in the Republic of Bulgaria until 2030 together with the Bulgarian companies Institute of Transport and Communications OOD and Global Advisors AD.
The project includes an analysis of the state of the combined transport sector in the Republic of Bulgaria – the conditions for combined transport, the necessary infrastructure, the demand for transport services with combined transport by shippers and their supply by carriers; review and evaluation of legislation in the field of combined transport in other EU Member States; proposal of legislative practices and measures suitable for implementation in Bulgaria.
The draft National Plan proposed a Package of justified measures for its stimulation (organizational, administrative, operational, infrastructural, financial, etc.), aimed at increasing the competitiveness of combined transport compared to road freight transport and which would contribute to the transfer of freight from road to other modes of transport.
The implemented activities under the project include:
- Preparation of an analysis of the legislation in the field of combined transport and the experience in implementing measures to stimulate combined transport in seven EU Member States, including an assessment of the potential effect of the implementation of the considered possibilities for stimulating combined transport in Bulgaria;
- Analysis of the Bulgarian legislation in the field of combined transport and of the applied national measures for its stimulation, including preparation of proposals for changes in the national legislation;
- Participation in the preparation of the Package of measures to stimulate combined transport until 2030;
- Preparation of the Strategic Environmental Assessment of the draft National Plan.
