Southeastern Еurope electrical system technical support project: Bulgaria – Assistance to NEK Unbundling (2003 – 2004)
The project is performed by the Canadian company SNC Lavalin Inc.
Promulgation of a new Energy Act in 2003 in compliance with Directive 2003/54/ЕС, provides for the separation of transmission and market organization activities from generation and supply businesses in electricity market. In this regard SNC Lavalin Inc. performs a research aiming to propose a new organization of Bulgarian electricity sector by unbundling NEK EAD and investigating the possibility for establishment of a mother holding structure uniting public companies providing activities in electricity sector.
The proposal includes the opportunity for establishment of a new company to undertake the activities of an electricity system operator, administrator of the balancing market and transmission system operator. Proposed model provides for NEK to continue performing the activities of a public supplier and hydro-electricity producer and to continue managing the key business processes in electricity market.
Infraproject Consult Ltd performs the function of a local consultant in the project. The company plays mainly supporting role in the evaluation of the existing structure and budget of NEK EAD and organizes stakeholder communications.
